우크라이나에 평화를, 전쟁을 끝냅시다. 

2022년 2월 24일 러시아가 우크라이나를 전면적으로 침공했습니다. 국제사회가 방관하거나 가담한 이 전쟁이 2년 넘게 지속되는 동안 많은 사람들이 죽고 다쳤고 우크라이나 부차 등에서는 끔찍한 전쟁범죄가 일어났습니다. 흑해의 돌고래가 떼죽음을 당하고, 여러 전투와 군사활동으로 막대한 탄소가 배출되어 기후위기를 더욱 심화시켰습니다. 

전쟁이 지속된다면 비극도 지속됩니다. 분명한 것은 이 비극으로 멈추기 위해 우리가 해야하는 일은 오직 하나, 하루라도 빨리 이 전쟁을 끝내야 한다는 것입니다. 

우크라이나 전쟁을 멈추기 위해 우리가 할 수 있는 일, 우리가 해야하는 일

전쟁이 일상적인 착취와 차별, 폭력이 켜켜이 쌓여 일어나는 만큼 전쟁을 멈추는 일도 어느날 갑자기 되지는 않습니다. 우리의 일상과 우리가 살고 있는 사회 구조에서 전쟁의 원인을 없애야 전쟁을 멈출 수 있습니다. 우리 혼자만의 힘으로 전쟁을 멈출 수는 없지만, 우리가 할 수 있고 해야하는 일을 해내야만 전쟁을 멈출 수 있습니다. 

가장 먼저 우크라이나 전쟁을 부추기는 무기 수출을 중단해야 합니다. 한국정부는 우크라이나 전쟁을 돈벌이 기회로만 생각하고 있습니다. 우크라이나 전쟁 특수로 역대 최고 무기수출액을 기록했다고 자랑합니다. 심지어 전쟁이 일어난 뒤에 러시아에 탄약을 판매하고 일부 한국 투자기업은 푸틴의 전쟁자금을 조달하는 러시아 화석연료 산업에 투자를 했습니다. 전쟁을 멈추기 위해서는 한국 정부와 기업이 전쟁을 도와서는 안 됩니다.

우크라이나 전쟁을 멈추기 위해, 한국이 할 수 있는 일이 또 있습니다. 아니 국제사회의 중요한 일원으로서, 항구적인 세계평화에 이바지한다는 헌법을 보유한 나라로서, 난민법을 제정한 나라로서 해야만 하는 일이 있습니다. 

푸틴이 전쟁을 중단할 수밖에 없도록 만드는 방법 

전쟁에 동참하기를 거부하고 러시아를 탈출해 한국에 온 러시아 병역거부자들의 난민 신청을 받아들여야 합니다. 

전쟁이 길어지자 푸틴 러시아 대통령은 2022년 9월 예비군에 대한 동원령을 선포합니다. 전쟁터에 끌려가 우크라이나 사람들에게 총을 겨눠야 하는 많은 젊은이들이 러시아를 떠나기로 마음 먹고, 그들 중 일부가 한국으로 와 난민 신청을 했습니다. 

한국 정부는 난민심사 자격조차 부여하지 않고 스스로 지쳐 다른 나라로 떠나게 만들려고 이들을 인천공항 출입국대기실에 방치했습니다. 결국 전쟁에 참여하지 않기 위해, 자유와 민주주의를 보호하는 나라라고 생각하고 한국에 온 수백 명이 한국을 떠날 수밖에 없었습니다. 

2023년 한 해 동안 한국 정부에 난민 신청을 한 이들 중 1/3에 달하는 5,750명이 러시아 국적입니다. 이들 중 다수는 전쟁을 피해, 전쟁에 동참하지 않기 위해 러시아를 탈출했습니다. 

푸틴이 전쟁을 지속하려면 군인이 필요합니다. 러시아 젊은이들이 동원령을 피해 러시아를 탈출한다면 러시아는 전쟁을 중단할 수밖에 없습니다. 베트남전쟁 당시 많은 미국 젊은이들이 전쟁에 반대하며 병역거부를 했고, 결국 미국 정부는 전쟁을 중단할 수밖에 없었습니다. 

러시아 병역거부자를 난민으로 인정할 것을 한국 정부에 촉구하는 탄원에 서명해주세요 

인권에는 중립이 없습니다. 푸틴의 전쟁에 동참하지 않기 위해 러시아를 탈출한 난민을 전쟁터로 돌려보낸다면 그것은 푸틴의 전쟁에 공모하는 것과 다르지 않습니다. 

민주주의와 인권의 가치를 지키기 위해, 우크라이나 전쟁을 중단시키기 위해, 러시아 난민 인정을 촉구하는 탄원에 서명해주세요.

Peace to Ukraine, End the war

On February 24, 2022, Russia initiated a full-scale invasion of Ukraine. This ongoing conflict has persisted for over two years, with the international communities either turning their heads away or actively participating, resulting in numerous casualties and widespread destruction. Horrific war crimes have been committed in Ukraine's cities like Bucha, dolphins in the Black Sea have been killed, and massive carbon emissions from battles and military activities have exacerbated the climate crisis.

The continuation of this war only promises further tragedy. It is evident that the most effective way to halt these atrocities is to bring the conflict to an end as soon as possible.

What we can do, what we must do

to stop the war in Ukraine

Stopping wars won't happen overnight, as wars are built on top of everyday exploitation, discrimination, and violence. We can only stop wars by removing the causes of war from our daily lives and the social structures in which we live. We can't stop wars on our own, but we can stop them by doing what we can and must do.

The first step is to stop the arms exports that are fueling the war in Ukraine. The South Korean government sees the war in Ukraine as a money-making opportunity. It boasts that it has made the highest arms exports in history specifically for the war in Ukraine. It even sold ammunition to Russia after the war started, and some South Korean companies have invested in the Russian fossil fuel industry that is financing Putin's war. To stop the war, the South Korean government and companies must stop helping it.

There is one more that South Korea can do to stop the war in Ukraine. As an important member of the international community, as a country whose constitution promises to contribute to lasting world peace, and as a country that has enacted refugee laws, there are things we must do.

The way to force Putin to end the war

We must accept refugee claims from Russian conscientious objectors who have fled Russia and come to South Korea after refusing to join the war. 

As the war drags on, Russian President Putin declares a mobilization order for the reserves in September 2022. Many young men who are forced to go to war and point guns at Ukrainians decide to leave Russia, and some of them have come to South Korea and apply for refugee status.

The South Korean government left them in the immigration lounge at Incheon Airport without even granting them eligibility for refugee status determination, hoping to exhaust them and force them to leave for other countries. As a result, hundreds of people who came to South Korea to avoid participating in the war, believing it to be a country that protected freedom and democracy, have been left with no choice but to leave.

There is no neutral ground when it comes to human rights. Sending refugees who fled Russia to avoid participating in Putin's war back to a war zone is no different than complicity in Putin's war.
